Development Control

As part of highway authorities planning controls, developers are often required to undertake works to either implement new signalised facilities or upgrade existing. Our engineers have extensive project experience working on behalf of both parties, which allows them to have a unique perspective and provide a fair approach to both, whilst ensuring that the project is delivered to the highest quality and standard as though the authority were implementing it themselves.

The Technical Approver role within the highway authority is critical as it helps to safeguard their interests, prior to and during the implementation of a project, ensuring that liabilities, both from a cost and safety viewpoint are minimised as far as possible. We can undertake or assist in this role on behalf of an authority, having previous experience for a number of highway authorities.

Development Control can be split into 3 distinctly separate stages, these being:

  • Strategy and Planning
  • Design Control
  • Implementation Control and sign off

It is important that the authority engages with the developer prior to any works commencing, in order to clearly establish the outcomes that they expect, both in the design and implementation stages. Many authorities do this by means of providing a developer specification, and we can provide these and have done so in the past for a number of authorities.

In addition to the preparation of specifications, we are also experienced at engaging with developers to ensure they are fully aware of the requirements, where developer specifications are either not available or inadequate.

Once designs are complete, it is important that a thorough check and approval process is undertaken, in order to ensure that the design meets the requirements set out at the planning stage and will deliver the benefits required at the implementation stage. We have undertaken this approval role for a number of authorities and have helped them to ensure that their developer schemes have delivered value to the management of traffic within their network.

The implementation is the most visible aspect of a developer scheme and it is therefore critical to ensure that the signalised facility is constructed in accordance with the authorities specification and design. In order to achieve a successful handover, ensuring there are no outstanding items or long term liabilities to the authority, we can provide a competent Engineer to attend during the construction stage, the FAT and/or the SAT.
